does anyone know what i do to help the art dealer in lilycove??he wants new art what do i do??(pokemon emerald

You have to do contests, and he may or may not paint your Pokemon. I am a little foggy on how it works and everything, since my Salamence, Sceptile, Raichu and Metagross all got painted for Master Rank Cool Contests but my Gyarados didn’t get painted for a Master Rank Beauty Contest. But I do know that you have to do Contests in order to get him to paint your Pokemon.
